MARK’S priorities

Mark believes effective leadership isn't about being the loudest voice in the room, it's about being the most prepared.

He brings a simple approach to City Council — do the homework, understand how the pieces fit together, and make decisions that hold up over time. Here's what he's focused on moving forward:

Keep Portsmouth Safe

Public safety is the foundation everything else depends on. Mark will continue working to reduce crime through smart enforcement, fully staffed police and fire departments, and prevention programs that keep young people on the right path.

Invest in Our Schools

Portsmouth's kids deserve an education that prepares them for real career opportunities. Mark is committed to increasing school funding, expanding STEM and workforce programs, and building clear pathways from graduation to college, military service, or skilled local jobs.

Connect Residents to Good Jobs

Good jobs exist in Hampton Roads — at the shipyards, the port, and in growing industries across the region. Mark will keep pushing to align training programs with employer needs so Portsmouth residents can compete for and win those jobs.

Manage Tax Dollars Responsibly

Every budget line matters. Mark will continue scrutinizing city spending, looking for efficiencies, and making sure investments deliver real value for residents and businesses.

Move Infrastructure Forward

Roads, bridges, sewers, and public facilities affect daily life. Mark will keep working to complete overdue projects, secure state and federal funding, and plan for long-term needs, not just quick fixes.

Listen and Follow Through

Mark believes the best solutions come from people closest to the problems. He'll keep showing up in neighborhoods, hearing from residents, and making sure community input actually shapes Council decisions.
